Escaping rented AI
By 2030 a foreign government, sanctions package, or single corporation could shut UC down if AI Hub depends entirely on rented AI from US companies. Sovereignty is not optional for an intergovernmental body.
Four phases
Bridge → Hybrid → UC-led → Sovereign
UC's AI sovereignty is built in four sequenced phases. Each phase reduces dependence on rented AI and increases UC's control of the model layer. By 2038, UC operates its own foundation models trained on UC's cultural corpus.
