UC Citizen ID, cultural attribution, role-based access. Every member, ambassador, minister, judge has a permanent UC identity. Every artifact signed. Every AI output signed. Court-grade evidence chain.

AI service layer
Bridge models today (Anthropic Claude, OpenAI, ElevenLabs). 2028: open-weight models on UC infrastructure for non-sensitive workloads. 2032: UC-fine-tuned models for diplomacy, court, language preservation. 2040: UC foundation models trained on UC's cultural corpus.
Layer 5
Governance modules
The 7 departments + 269 seat dashboards. Each is a sovereign application running on the AI service layer. Each can operate independently if others go offline.

Member-facing experience
Web, mobile, desktop, voice, AR/VR, embedded in UC City. The visible AI Hub features rest on this layer and inherit sovereignty, multilingualism, provenance from layers below — automatically.

Inter-civilization interface
How UC AI Hub talks to UN, EU, AU, ASEAN. Diplomatic API. Treaty exchange. Shared language banks. UC speaks to peer bodies on equal footing.
